Does Canada have some sort of telecoms regulator like Ofcom in the UK that you can complain to about Bell? The experience I've had is usually an intervention from the regulator produces a pretty swift resolution when a big corporation is behaving like this as it kicks the problem across from the regular customer service drones to someone more senior.
